The political impact of the work of government agencies depend on their success in making policies work effectively for Singaporeans.
If policies are good and their delivery effective to the last mile, then they have a positive impact on people's lives which in turn transfers into a positive political impact for the ruling party that makes the policies.
What Minister Chan Chun Sing said is really common sense and the natural consequence of good policies + effective delivery.
The converse is also true.
